UP government may conduct survey of unrecognized madrassas: Jamiat Ulama-e-Hind chief Arshad Madani

Madani said, “There is no conflict between us regarding the survey. We have instructed the Ulemas to give correct answers to whatever questions are asked of them and people should cooperate fully in the survey.”

He said that madrasas are directed to keep their rules and accounts correct and to conduct periodic audits. Madani said that madrassas would not take help from the government for day-to-day religious matters and that the government could help in the construction of schools and colleges.

“There is no anger in the Muslim society about the survey. We run the madrassa with the donations of the Muslims. The account is open. Anyone can check whether children have been tortured in a madrasa or not. If anything is found, it is closed. Do it.” Madani said.

Madani said that if a madrasa is on government land, then the government has the right to demolish it, but if the madrasa is on its own land then we are against it.

He said the conference appealed to all Islamic madrassas to cooperate with the survey team.

“Thus, madrasas are advised to provide accurate information to the survey team so that no adverse event occurs. If there are regulatory loopholes, it should be addressed on an urgent basis. Secondly, maintain financial transparency, by the auditors. Get audited annually, keep audit records, and ensure audits are flawless. Maintain documents of madrasa property,” Madani said.

Madani said madrassas were advised to ensure that the properties of madrasas or societies or trusts running them are registered as per rules. He said that madrassas are advised to maintain a clean and hygienic environment for the students.

A conference of madrassas of Uttar Pradesh was organized in Darul Uloom of Deoband on Sunday on the survey of unrecognized madrassas by the state government. More than 250 seminary delegates participated in the conference. Earlier this month, the Uttar Pradesh government had started the process of conducting a survey of Islamic educational institutions. According to the order of the government, there will be a survey on 12 aspects. Teams of officers have been constituted by the District Magistrate (DM) to survey the madrasas as per the government order.

Earlier, the UP government announced to conduct a survey to find out information about the number of students, teachers, syllabus and its affiliation with any non-government organization in unrecognized madrassas. Unrecognized madrassas are surveyed to ensure basic facilities for the students of madrasas.

Minister of State for Minority Welfare Danish Azad Ansari, Muslim Waqf and Waqf Department has informed that in the light of the rules applicable in the Secondary Education Department, there is also an order to give maternity leave and child care leave to the women employees working in madrasas. basic education. Instructions have been issued to all the District Magistrates (DMs) of Uttar Pradesh regarding the survey. The government has also ordered a survey of unrecognized madrassas by October 5. The teams will constitute officers of Sub Divisional Magistrate (SDM), Basic Education Officer (BSA) and District Minority Officers.

The Additional District Magistrate (ADM) has also been directed to submit the report once the survey is done, after which the ADM will present a consolidated statement to the District Magistrates (DM). Further, it is ordered that in case of disputed Management Committee or in case of death of an employee in aided madrassas, ex-fact approval for appointment in dependent quota by the Principal Madarsas and District Minorities Welfare Officer of the deceased and a valid Management Committee existence should be sought.
