Center lays out terms of reference for Marina Penn memorial proposal

An expert panel under the Union Ministry of Environment, Forest and Climate Change has approved the Tamil Nadu government’s proposal to build a monument in the Bay of Bengal off the Marina beach in Chennai with terms of reference. Former Chief Minister M. Karunanidhi to Tamil literature.

The State Government has to finalize these documents after addressing the relevant issues raised in the hearing and submit the same to the State Coastal Zone Management Authority for examination and recommendation to the Union Ministry. The committee will then consider the petition for CRZ clearance.

The proposed site for “Muthamiz Arignar Dr. Kalaignar Pen Memorial” falls under CRZ-IA, CRZ-II and CRZ-IVA zones, and the estimated cost of the project is more than ₹80 crore. There are similar monuments in other parts of the country, such as the Chhatrapati Shivaji Maharaj Memorial, which is currently being built by the Maharashtra government in the Arabian Sea, which has got CRZ approval.

According to the proposal, the pen pedestal would be more than 42 meters high above the sea, perhaps a few feet higher than the statue of Tamil poet-saint Thiruvalluvar at Kanyakumari.

Visitors will have to use a 650 m long and 7 m wide bridge with glass floors to reach the 42 m high monument. There are plans to allow buggy driving for visitors. According to the proposal prepared by the Public Works Department, it will be at a height of 6 meters from the high-tide line.

A model of the pen used by Karunanidhi as a symbol of his contribution to Tamil literature may be displayed in the memorial, and the monument will be located close to his tomb on Anna Square.

Karunanidhi, known to be a learned man, has authored several books. After his death, a pen with his mortal remains was buried as a token of his love for his letters.
